Liberalism; With the definition of the Turkish Language Association, it has been seen as equivalent to the concept of "freedom". Liberalism set out with John Locke in the 16th century with the question of how best to improve the rights and welfare of individuals; He found the solution in liberating the individual. Interests matter, stimulate both national and international organization, and the liberal state is individualistic. Because the individual is creative, he created the state with his own free will. Liberalism represents the tradition of political thought that encompasses specific goals and ideals. Liberal thought; It is a concept shaped by the views of philosophers such as Locke, Hume, Mill, Bentham, Smith, Spencer. Liberalism's relationship with security is also valuable, and he argues that "the duty of the state is to prepare a safe environment in order to protect the lives and properties of individuals". It is advocated that a state should be responsible for individual security not only for a single issue but also for every issue (political, military, social, cultural, economic, ecological security, and even biosecurity). Lobbying; It refers to all activities carried out with the aim of ensuring that a law or a decision on the legislative and executive functions is passed or not. pressure groups; It works to change the decision or plans of any organ of the government, public institutions, international public organizations, and this is called lobbying. This includes the activities carried out in the entire policy-making process. In this way, pressure groups strive to make decisions according to their own wishes. Lobbying in its most general definition; It refers to all of the legal activities carried out by individuals, NGOs, companies, associations, unions, interest groups and other actors in order to express their wishes on the political plane and to ensure that decisions are made in line with their own thoughts. It is important that lobbying activities can present accurate and reliable information and produce useful reports. Because the decisions to be taken on behalf of the society are critical. The concept, which was first used in the USA, later turned into a concept used by the whole world. Although there are different definitions in the literature on local autonomy, the local feature is defined in 3 articles of the European Charter of Local Self-Government as follows: “Autonomous local administration is defined as the following: “Autonomous local administration means that local administrations carry out a significant part of the public works under their own responsibilities and in line with the interests of the local people. describes the right and possibility of regulation.'' The concept of local autonomy includes three dimensions: political, administrative and financial. In the political sense, local autonomy refers to the authority of local governments to legislate on matters related to them. Administratively, autonomy refers to the ability of the organs related to services to take and implement their own decisions. Autonomy in the financial field, on the other hand, means that local governments can determine their own budgets while performing the services given to them by law, that the share of local governments' own resources in the budget is high, in short, their financial dependence on the center is low. It can be said that local autonomy is the result of efforts to prevent the concentration of power in the center and the reaction developed against this situation. In addition, the principle of local autonomy generally aims to strengthen local governments. The point that should be underlined here is that the autonomy mentioned does not mean independence. What is meant by local autonomy is to benefit from a controlled freedom.
