Hybrid war (mixed / hybrid warfare); It is defined as the whole of the actions carried out by states or non-state actors in an irregular, mixed and covert way in order to strike the most destructive blow to the other party, sometimes in conventional, sometimes asymmetric, and sometimes illegal ways. Hybrid wars, which are carried out by using terrorist organizations and resorting to all kinds of violence, incorporate the strategy of acting by making use of technology. At this point, there is an unconventional combat strategy. For example, Russia's annexation of Crimea and the war carried out by the ISIS terrorist organization in Syria and Iraq are hybrid warfare.
The term hybrid warfare was first defined in Frank Hoffman's work titled "Conflict In The 21st Century: The Rise Of Hybrid Wars" published in 2007. Accordingly, the hybrid war; It has been seen as a type of war involving violence, coercion and criminal turmoil.
